تقوم وزارة النقل بإختيار موانئ استقبال الفحم على اساس كمية الفحم المصرح به لكل شركة و الطاقة الاستيعابية للميناء ومسار سيارات النقل من الميناء الى المصنع مع مراعاة متطلبات الجهات المعنية مثل البيئة و المجتماعات المحلية بالاضافة الى السياحة و الاستثمار والاسكان في حالة الموانئ البحرية و الري في حالة الموانئ النيلية ( مع اخذ رأي وزارة الزراعة عند إستخدام اراضي زراعية).
